A VOICE FOR MEDICAID

The Association for Community Affiliated Plans (ACAP) is a national trade association which represents not-for-profit Safety Net Health Plans. Collectively, ACAP plans serve more than twenty million enrollees, representing nearly half of all individuals enrolled in Medicaid managed care plans.

Our mission is to strengthen not-for-profit Safety Net Health Plans in their work to improve the health of lower-income and vulnerable populations. Our vision is to improve the health and well-being of lower-income and vulnerable populations and the communities in which they live.

Through the Medicaid is US campaign, ACAP has strengthened its advocacy as a voice for Medicaid.

THE AFFORDABLE CARE ACT AT TEN

Ten years ago, President Barack Obama signed the Affordable Care Act into law. Americans came together and made an unprecedented commitment to affordable, accessible health care.

Three years ago, when the Affordable Care Act was under attack, you joined the Medicaid is Us campaign. Together, we defended our commitment to affordable, accessible health care.

Now, in the midst of a global pandemic, we must renew our commitment to affordable, accessible health care.

The Affordable Care Act provides our nation with tools to protect public health.

BUT THE AFFORDABLE CARE ACT IS STILL UNDER THREAT

Under the Affordable Care Act, diagnosis and treatment of COVID-19 are covered as Essential Health Benefits. But the Trump administration continues to promote junk insurance plans that don’t include Essential Health Benefits. This disparity is already showing up in our hospitals. One man with junk insurance who thought he had coronavirus was charged $3,270 for a single test.

Under the Affordable Care Act, Medicaid expansion has extended health insurance coverage to more than 15 million Americans. This has strengthened our health safety net to protect those most vulnerable to coronavirus. But President Trump’s proposed budget for Fiscal Year 2021 repeals Medicaid expansion and cuts Medicaid by $1.5 trillion over 10 years.

Under the Affordable Care Act, the coverage gap for prescription drugs for seniors – the so-called “donut hole” – has been closed. Vulnerable seniors at high risk for COVID-19 won’t have to worry about the cost of their medications.

But even in the midst of a global pandemic, the Trump administration continues its support for a lawsuit that would repeal the Affordable Care Act and erase the health security of millions of Americans.
